An interesting point made that, if you borrow a car, you have no way of knowing if the car is taxed unless you have a computer or phone (wifi) with you!

I certainly don't see any good reason why the VEL shouldn't be transferred on change of ownership - after all it's the car that's licensed, not the owner.  Maybe it's open to abuse.  Complain to your MP!

Does the saved £10M take into account the extra month's excise duty that will have to be paid whenever a car changes hands in mid-month?

It looks like we are in for a big shake up on the MOT's as well as it's coming up to 10 years of computorisation. There is certainly shake ups occuring already in readiness. I don't know,you just get used to something and they want to change it.
